Comprehensive Economic Partnership Agreement (CEPA)
A Comprehensive Economic Partnership Agreement (CEPA) is a type of free trade agreement that goes beyond just reducing tariffs on goods. It aims to create a broader and deeper economic integration between the participating countries.
Key Features of a CEPA:
- Tariff Reduction/Elimination: Like traditional free trade agreements, CEPAs aim to reduce or eliminate tariffs and other trade barriers on a wide range of goods traded between the partners.
- Services Trade: A key element of CEPAs is the inclusion of provisions related to trade in services. This covers sectors like IT, healthcare, education, finance, and professional services. CEPAs often aim to reduce barriers to service providers from participating countries operating in each other's markets.
- Investment: CEPAs often include provisions to promote and protect foreign investment. This can involve rules related to investment protection, dispute settlement, and market access for investors.
- Intellectual Property Rights (IPR): CEPAs often address intellectual property rights, aiming to strengthen the protection and enforcement of IPR, which can be important for promoting innovation and technology transfer.
- Other Areas: Depending on the specific agreement, a CEPA might also cover areas like:
- Competition policy
- Government procurement
- E-commerce
- Environmental cooperation
- Labor standards
How it Differs from a Traditional FTA:
The main difference is the scope. A traditional Free Trade Agreement (FTA) primarily focuses on reducing tariffs on goods. A CEPA, as the name suggests, is comprehensive. It covers a much wider range of economic activities, including services, investment, and other areas mentioned above. Think of an FTA as primarily about goods, while a CEPA is about a much broader economic partnership.
Benefits of a CEPA:
- Increased Trade and Investment: By reducing barriers to trade and investment, CEPAs can lead to increased flows of goods, services, and capital between the participating countries.
- Economic Growth: Increased trade and investment can contribute to economic growth and job creation.
- Greater Market Access: CEPAs can provide businesses with greater access to foreign markets, allowing them to expand their operations and reach new customers.
- Enhanced Competitiveness: Increased competition can lead to greater efficiency and innovation.

Serbian Prime Minister Resigns Amid Anti-Corruption Protests
Key Highlights:
- Resignation Announcement: On January 28, 2025, Serbian Prime Minister Milos Vucevic announced his resignation following extensive anti-corruption protests that erupted after a fatal incident in Novi Sad.
- Catalyst for Protests: In November 2024, a concrete canopy at the Novi Sad railway station collapsed, resulting in 15 fatalities. This tragedy ignited widespread public outrage, leading to sustained demonstrations across the nation.
- Nature of Protests: Initially spearheaded by university students, the protests expanded to include teachers, farmers, and various professionals. Participants accused the government of corruption and negligence, holding it accountable for the disaster.
Government's Response:
- Prior Resignations: Before the Prime Minister's resignation, both the Transport Minister and the Trade Minister had stepped down in response to the public outcry. However, these actions failed to quell the growing unrest.
- President's Stance: President Aleksandar Vucic condemned the protests and suggested that foreign influences were exacerbating the situation. He indicated that the ruling Serbian Progressive Party would decide within ten days whether to form a new government or call for snap elections, potentially in April 2025.

China Develops Seabed Radar Enabling Submarines to Detect High-Flying Aircraft
Technological Breakthrough:
- Chinese scientists have developed the world's first seabed-based radar system capable of detecting and tracking high-altitude aircraft from underwater positions.
Successful Testing:
- An acoustic sensor array was deployed at a depth of 1,000 meters (approximately 3,280 feet) on the seabed.
- This system successfully detected and tracked a fixed-wing aircraft flying at an altitude of 5,000 meters (about 16,400 feet).
Significance in Naval Warfare:
Enhanced Submarine Capabilities:
- Traditionally, anti-submarine warfare aircraft possess advanced sensors to detect and attack submarines without being detected.
- With this new radar, submarines can receive early warnings and obtain approximate coordinates of overhead aircraft, enabling them to launch missiles from underwater to neutralize these threats.
Technical Challenges and Solutions:
Signal Detection:
- Typically, sound waves generated by aircraft are reflected back into the sky upon hitting the sea surface, with only a small fraction penetrating the water.
- The research team theorized that some of these sound waves would reflect off the seabed, return to the surface, and bounce back again, traveling long distances.
- By capturing these faint signals, they aimed to enhance detection sensitivity.
Interference Management:
- A significant challenge was interference caused when reflected signals overlapped with direct signals, leading to false readings.
- The researchers overcame this by identifying and utilizing specific patterns in the signals to accurately determine the altitude and coordinates of the targets.
Potential Limitations:
- The system's detection range is currently limited to less than 20 kilometers (approximately 12.4 miles).
- It is also unable to detect aircraft flying directly overhead.
- Researchers are working to overcome these limitations to enhance the system's operational effectiveness.
