US, Denmark and Greenland Move Towards Long-Term Arctic Security Deal

What’s the News?

  • US President Donald Trump announced that the United States, Denmark and Greenland had reached an agreement to strengthen US security access in Greenland.
  • Trump described the arrangement as giving the US “permanent control over security” in Greenland. However, Denmark and Greenland characterised it more narrowly as an agreement to strengthen Arctic and North Atlantic security while preserving the sovereignty and territorial integrity of the Kingdom of Denmark and Greenlanders’ right to self-determination.
  • At the time of reporting, the agreement had not yet entered into force. The three governments expected to sign it during the UN General Assembly, after which the required national parliamentary procedures would have to be completed.
  • The arrangement is expected to enable an expanded US military presence and long-term access to Greenland without transferring sovereignty over the territory to the United States.

What Could the Agreement Provide?

  • US officials said the arrangement would ensure American rights relating to:
    • Military access and basing
    • Overflight
    • Expansion of the US military footprint
    • Protection of Greenland and the North American strategic area.
  • Trump also stated that US adversaries would not be allowed to establish military bases or sensitive investments in Greenland without approval. The detailed final agreement, however, had not yet been publicly released, and Danish and Greenlandic statements did not confirm all elements of Trump’s description.
  • Danish Prime Minister Mette Frederiksen stated that the agreement would recognise the sovereignty and territorial integrity of the Kingdom of Denmark.
  • Greenland’s Prime Minister and Chairman of Naalakkersuisut Jens-Frederik Nielsen said the arrangement would strengthen security while recognising Greenland’s interests and role in international cooperation.

Why is Greenland Strategically Important?

  • Greenland is an autonomous territory within the Kingdom of Denmark and the world’s largest island, covering more than 2.1 million sq. km.
  • Its location between the Arctic Ocean and North Atlantic makes it strategically important for:
    • North American defence
    • Arctic surveillance
    • Missile early warning
    • Space operations
    • Trans-Atlantic and Arctic military routes.
  • Greenland hosts the US Pituffik Space Base, formerly known as Thule Air Base, which supports missile-warning and space-surveillance capabilities.
  • Greenland is also important because of its mineral resources and the increasing geopolitical importance of the Arctic.

Existing US–Greenland Defence Framework

  • The US military presence in Greenland is not new.
  • Under the 1951 Defence of Greenland Agreement between the United States and Denmark, Washington received extensive rights to establish and operate defence facilities in Greenland.
  • The agreement was subsequently supplemented to give Greenlandic authorities a greater role as Greenland acquired extensive self-government.
  • The new arrangement is therefore expected to build on the existing defence framework rather than create US sovereignty over Greenland.

Greenland’s Political Status

  • Greenland is a self-governing autonomous territory within the Kingdom of Denmark.
  • It obtained expanded self-government under the 2009 Self-Government Act.
  • Greenland is not part of the European Union, although it is associated with the EU as an Overseas Country and Territory (OCT).
  • Denmark is a NATO member, making Greenland strategically relevant to NATO's defence of the Arctic and North Atlantic. Denmark and other European governments have maintained that decisions concerning Greenland’s political status rest with Denmark and Greenland.

Additional Info

  • Pituffik Space Base
    • Located in north-western Greenland.
    • Previously called Thule Air Base.
    • Supports missile warning, missile defence and space-surveillance operations.
    • It is the northernmost US military installation of its kind and forms part of North American and NATO Arctic security architecture.
  • Arctic Geopolitics
    • The Arctic has acquired greater strategic significance because of military competition, emerging maritime access, energy and mineral resources, and climate-induced environmental changes.
    • The Greenland arrangement is therefore significant for broader US–NATO security cooperation in the Arctic and North Atlantic.
