Natural Gas Discovery in Andaman Basin Boosts India's Energy Security Prospects

What’s the News?

  • Oil India Limited (OIL) has reported another significant natural gas discovery in the Andaman Basin, reinforcing the region's potential as a major offshore hydrocarbon province.
  • The discovery was made during exploratory drilling at a depth of around 355 metres below the seabed.
  • Union Petroleum Minister described the basin as an "Ocean of Energy Opportunities", highlighting its strategic importance for India's energy future.
  • The find strengthens expectations that the Andaman offshore region could emerge as a major domestic source of natural gas, reducing reliance on imported fuels.

Andaman Basin Gas Discovery

Overview

  • The Andaman Basin is located in the eastern offshore region of India within the Bay of Bengal.
  • It is considered one of India's least explored but highly prospective hydrocarbon basins.
  • Recent discoveries indicate the presence of substantial gas-bearing geological formations.

Geological Features

  • Part of the larger Andaman–Nicobar offshore sedimentary basin.
  • Located near the tectonically active zone formed by the interaction of the Indian Plate and Burma Microplate.
  • Contains thick sedimentary deposits favourable for hydrocarbon accumulation.

India's Hydrocarbon Exploration Strategy

Policy Support

  • Exploration activities are being promoted under the Hydrocarbon Exploration and Licensing Policy (HELP).
  • The Open Acreage Licensing Programme (OALP) allows companies to select and bid for exploration blocks throughout the year.

Objectives

  • Increase domestic oil and gas production.
  • Attract private and foreign investment.
  • Improve exploration of frontier basins.
  • Enhance long-term energy self-reliance.

India's Natural Gas Sector

  • Government aims to increase the share of natural gas in India's energy basket from around 6% to 15%.
  • Major domestic gas-producing regions:
    • Krishna-Godavari Basin
    • Mumbai Offshore Basin
    • Assam-Arakan Basin
    • Cambay Basin
    • Andaman Basin (emerging)

Jai Prakash Narayan Bird Sanctuary Becomes India’s 100th Ramsar Site

What’s the News?

  • The Jai Prakash Narayan Bird Sanctuary (Surha Tal) in Ballia district, Uttar Pradesh, has been designated as India’s 100th Ramsar Site, marking a major milestone in the country's wetland conservation efforts.
  • The recognition highlights the ecological importance of the wetland, which supports a rich diversity of resident and migratory birds.
  • With this addition, India has reached the landmark figure of 100 Wetlands of International Importance under the Ramsar Convention.

Jai Prakash Narayan Bird Sanctuary

Overview

  • Located in Ballia district, Uttar Pradesh.
  • Also known as Surha Tal, a large natural freshwater wetland.
  • Spread over approximately 3,432 hectares (34.32 sq km).
  • Declared a bird sanctuary in 1991.

Ecological Importance

  • Situated in the Indo-Gangetic Plains near the confluence zone of the Ganga and Ghaghara river systems.
  • Functions as an important habitat for:
    • Resident bird species.
    • Migratory birds arriving from Central Asia and Siberia.
  • Supports aquatic biodiversity including fish species and wetland vegetation.

Notable Bird Species

  • Bar-headed Goose
  • Greylag Goose
  • Northern Pintail
  • Common Teal
  • Sarus Crane
  • Various species of herons, cormorants and waterfowl.

Ramsar Convention

What is it?

  • An international treaty for the conservation and wise use of wetlands.
  • Adopted in Ramsar, Iran, in 1971.
  • Came into force in 1975.

Criteria for Ramsar Designation

  • Ecological uniqueness.
  • Biodiversity significance.
  • Habitat for threatened species.
  • Support for migratory species and waterbirds.

India and Ramsar Sites

  • India is a contracting party to the Ramsar Convention.
  • India now has 100 Ramsar Sites, one of the highest numbers in Asia.
  • Wetlands play a crucial role in:
    • Flood regulation.
    • Groundwater recharge.
    • Carbon sequestration.
    • Biodiversity conservation.

Recent Additions from Uttar Pradesh

  • Shekha Jheel became India's 99th Ramsar Site.
  • Jai Prakash Narayan Bird Sanctuary (Surha Tal) has become the 100th Ramsar Site.

India Moves Towards E85 and E100 Fuels to Deepen Ethanol-Based Mobility

What’s the News?

  • The Government has proposed introducing E85 and E100 ethanol-blended fuels following the nationwide rollout of E20 fuel.
  • Concerns emerged regarding the compatibility of existing petrol vehicles with higher ethanol blends.
  • The Government clarified that current petrol vehicles will continue to operate and there is no immediate phase-out of conventional petrol-compatible vehicles.
  • The move is part of India's broader strategy to reduce crude oil imports, promote cleaner fuels, and support domestic agriculture through ethanol production.

Why is India Promoting Higher Ethanol Blends?

Reducing Import Dependence

  • India imports over 80% of its crude oil requirements.
  • Higher ethanol usage can reduce foreign exchange outflows on petroleum imports.

Environmental Benefits

  • Ethanol is a renewable biofuel.
  • Can help lower:
    • Carbon monoxide emissions.
    • Hydrocarbon emissions.
    • Net greenhouse gas emissions over the fuel lifecycle.

Impact on Vehicles

Will Existing Petrol Vehicles Stop Working?

  • No.
  • Existing vehicles compatible with E20 fuel can continue operating normally.
  • Higher blends such as E85 and E100 will primarily require:
    • Flex-fuel vehicles.
    • Manufacturer-certified compatible engines.

Challenges

  • Ethanol has lower energy density than petrol.
  • Fuel efficiency (km/litre) may decrease with higher ethanol content.
  • Vehicle components may require ethanol-resistant materials due to ethanol's corrosive properties.

Flex-Fuel Vehicles (FFVs)

What are FFVs?

  • Vehicles capable of running on multiple ethanol-petrol blend ratios.
  • Widely used in countries such as:
    • Brazil
    • United States

Advantages

  • Fuel flexibility.
  • Reduced dependence on fossil fuels.
  • Better utilization of domestically produced biofuels.

India's Ethanol Blending Programme (EBP)

Objectives

  • Reduce crude oil imports.
  • Improve energy security.
  • Increase farmer income.
  • Lower vehicular emissions.

Progress

  • Ethanol blending in petrol has risen significantly over the last decade.
  • India achieved the 20% ethanol blending target ahead of schedule in several regions, accelerating plans for higher blends.

Additional Info

National Policy on Biofuels, 2018

  • Promotes production and use of:
    • Bioethanol.
    • Biodiesel.
    • Advanced biofuels.
  • Categorizes biofuels into:
    • Basic Biofuels.
    • Advanced Biofuels.

Concerns

  • Water-intensive nature of sugarcane cultivation.
  • Potential food-versus-fuel debate.
  • Infrastructure requirements for storage, transport and distribution of high-ethanol fuels.
  • Need for widespread adoption of flex-fuel vehicles.

Terms

  • E20 = 20% ethanol + 80% petrol.
  • E85 = 85% ethanol + 15% petrol.
  • E100 = Pure ethanol fuel.
  • Flex-Fuel Vehicle (FFV) can operate on multiple ethanol-petrol blends.
  • National Policy on Biofuels was launched in 2018.
