Farmer Suicides in India: Analyzing Trends in Agrarian Distress

What’s the News?
- The National Crime Records Bureau (NCRB) reported that 10,786 individuals involved in the farming sector died by suicide in 2023, highlighting persistent challenges in India's agricultural economy.
- The data reveals that of these total deaths, 4,690 were farmers/cultivators and 6,096 were agricultural labourers, showing a higher vulnerability among daily-wage farm workers.
- Collectively, suicides in the farming sector accounted for 6.3% of all suicide victims in India during the year.
- States such as Maharashtra and Karnataka remain the most affected regions, continuing a decades-long trend of high agrarian distress in the cotton and soybean belts.
Regional Impact and Statistics
- Top Contributing States: Five states accounted for the vast majority of cases in the farming sector:
- Maharashtra: Reported the highest number with 4,153 cases (38.5% of the national total).
- Karnataka: Followed with 2,431 cases (22.5%).
- Andhra Pradesh: 8.6% share.
- Madhya Pradesh: 7.2% share.
- Tamil Nadu: 5.9% share.
- Zero Reported Cases: Several states and Union Territories, including West Bengal, Bihar, Odisha, and Delhi, reported zero suicides in the farming sector.
- Gender Distribution: The vast majority of victims were male, with 9,986 men compared to 800 women across both cultivators and labourers.
Factors Driving Agrarian Distress
- Indebtedness and Credit: A primary driver is the inability to repay loans, often taken from non-institutional sources (money lenders) at exorbitant interest rates reaching up to 60% per annum.
- Climate Change and Crop Failure: Increased frequency of droughts, unseasonal rains, and pest attacks (e.g., whitefly on cotton) lead to repeated crop losses, particularly in rain-fed regions.
- Economic Volatility: Rising input costs (seeds, fertilizers, and diesel) coupled with low realization of Minimum Support Prices (MSP) and market price crashes for cash crops like cotton and soybean.
- Socio-Economic Stress: Factors such as chronic illness, family disputes, and the high cost of social obligations (e.g., marriages) exacerbate the financial burden on small and marginal farmers.
Additional Info
- Constitutional and Legal Context:
- Article 21: The Supreme Court has often linked the Right to Life with the right to a dignified livelihood, including the protection of farmers.
- Agriculture (State List): While agriculture is a state subject under Entry 14, the Union government intervenes through central schemes and the Concurrent List (Entry 33) for food distribution and price control.
- Major Government Initiatives:
- PM-KISAN: Provides ₹6,000 annually in three installments as direct income support to landholding farmer families.
- Pradhan Mantri Fasal Bima Yojana (PMFBY): A crop insurance scheme providing comprehensive risk cover against non-preventable natural risks at a low premium (1.5% to 5%).
- National Suicide Prevention Strategy (2022): Aims to reduce suicide mortality by 10% by 2030 through inter-sectoral collaboration.
- Key Recommendations:
- Swaminathan Commission: Recommended fixing MSP at least 50% more than the weighted average cost of production (C2+50% formula).
- Rythu Bandhu (Telangana) and KALIA (Odisha): These are often cited as successful state-level models for unconditional direct investment support to farmers.

DRDO Conducts Successful Salvo Launch of Indigenous Pralay Missiles

What’s the News?
- The Defence Research and Development Organisation (DRDO) successfully carried out a salvo launch of two indigenous Pralay missiles in quick succession from the same mobile launcher.
- The flight tests were conducted off the coast of Odisha at the Integrated Test Range (ITR) in Chandipur as part of user evaluation trials.
- Both missiles followed their intended trajectories and met all mission objectives, establishing the operational reliability and precision of the weapon system.
Technical Capabilities & Design
- Type and Propulsion: Pralay is a short-range, surface-to-surface quasi-ballistic missile powered by a solid-propellant rocket motor.
- Operational Range: The missile can strike targets at distances ranging from 150 km to 500 km.
- Payload Capacity: It is designed to carry conventional warheads weighing between 350 kg and 1,000 kg.
- Precision Guidance: It features an advanced navigation system, including Inertial Navigation Systems (INS) and GPS/IRNSS integration, ensuring a Circular Error Probable (CEP) of less than 10 meters.
- Maneuverability: Unlike standard ballistic missiles, it follows a quasi-ballistic trajectory, allowing it to perform mid-air maneuvers to evade enemy ballistic missile defense (BMD) systems.
Additional Info
- Quasi-Ballistic Missile:
- Unlike a true ballistic missile that follows a high, predictable arc, a quasi-ballistic missile flies at a lower, flatter trajectory.
- It remains within the atmosphere for most of its flight and can change its path mid-course, making it highly unpredictable for enemy interceptors.
- International Comparisons:
- Pralay is often compared to high-end global systems such as Russia's 9K720 Iskander and China's Dongfeng-12 (DF-12).
- Development Partners:
- The missile was developed by the Research Centre Imarat (RCI) in Hyderabad, in collaboration with other DRDO laboratories.
- Production and integration involve industry partners like Bharat Dynamics Limited (BDL) and Bharat Electronics Limited (BEL).
- Geographic Information System (GIS):
- The system is being integrated with INDIGIS, an indigenous GIS developed by the Centre for Artificial Intelligence and Robotics (CAIR), to enable real-time targeting and launcher visualization.

Health Ministry Bans High-Dose Nimesulide and Tightens Cough Syrup Regulations

What’s the News?
- The Ministry of Health and Family Welfare has banned the manufacture, sale, and distribution of all oral formulations of the painkiller Nimesulide containing more than 100 mg in immediate-release form.
- The ban, effective immediately, was issued under Section 26A of the Drugs and Cosmetics Act, 1940, following recommendations from the Drugs Technical Advisory Board (DTAB) and the Indian Council of Medical Research (ICMR).
- Simultaneously, the government has moved to end Over-the-Counter (OTC) sales of cough syrups by removing them from Schedule K of the Drugs Rules, 1945, meaning they will now require a prescription.
- These measures are part of a broader regulatory push to enhance patient safety and align Indian drug standards with global best practices.
Understanding the Nimesulide Ban
- Specific Target: The prohibition applies only to oral tablets or liquids exceeding 100 mg in immediate-release form.
- It does not affect lower-dose formulations (100 mg or less) or non-oral forms like topical gels and creams.
- Health Rationale: Regulators cited significant risks of hepatotoxicity (liver toxicity), especially in cases of prolonged use or higher doses.
- Vulnerable Groups: The ICMR highlighted increased risks for pregnant women, lactating mothers, and the elderly (60+ years), who are more prone to fatal gastrointestinal bleeding and kidney stress.
- Availability of Alternatives: The government noted that safer Non-Steroidal Anti-Inflammatory Drugs (NSAIDs) like Paracetamol are readily available, making high-dose Nimesulide unnecessary.
Key Regulatory Bodies & Legal Framework
- Drugs and Cosmetics Act, 1940: The primary legislation regulating the import, manufacture, and distribution of drugs in India.
- Section 26A: Empowers the Central Government to prohibit a drug if it is satisfied that the drug involves risk to human beings or lacks therapeutic justification.
- Drugs Technical Advisory Board (DTAB): The highest technical body that advises both Central and State governments on drug-related technical matters.
- Schedule K: A list of medicines that were previously exempted from certain regulatory requirements, such as requiring a prescription for sale.
