PM-AJAY Portal & Mobile App
What's the News?
- The Ministry of Social Justice and Empowerment has launched the centralized PM-AJAY Portal and AJAY Mobile App to digitally transform implementation of welfare schemes for Scheduled Castes (SCs).
- The initiative shifts from paper-based workflows to end-to-end digital governance, enabling real-time monitoring, milestone-linked fund flows, and transparent beneficiary tracking across all scheme components.
- Union Minister Dr. Virendra Kumar launched the platforms, emphasizing enhanced efficiency, accountability, and last-mile delivery for SC communities.
PM-AJAY Scheme: Umbrella Framework
- Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) is a 100% Centrally Sponsored Scheme launched in FY 2021-22, consolidating three earlier schemes:
- Pradhan Mantri Adarsh Gram Yojana (PMAGY)
- Special Central Assistance to SC Sub-Plan (SCA to SCSP)
- Babu Jagjivan Ram Chhatrawas Yojana (BJRCY)
- Nodal Agency: Department of Social Justice and Empowerment
- Core Objective: Reduce poverty among SC communities through sustainable livelihoods, skill development, infrastructure creation, and educational support.
Three Operational Pillars & Digital Integration
- Adarsh Gram Component:
- Targets villages with >40% SC population (and ≥500 total population) for model village development.
- Provides ₹2 lakh gap-filling infrastructure grant + ₹1 lakh administrative support per village.
- Portal digitizes Village Development Plans (VDPs); monitors progress via 50 socio-economic indicators across 10 domains (e.g., drinking water, sanitation, literacy, financial inclusion).
- Mobile app enables offline door-to-door surveys and real-time VDP generation.
- Grants-in-Aid (GIA) Component:
- Funds livelihood projects, skill training, and income-generating assets for SC-BPL households.
- Portal acts as centralized Management Information System (MIS) to track state-wise financial allocations, fund utilization, and project progress.
- Mobile app facilitates digital beneficiary registration and end-to-end tracking of skill development journeys.
- Hostel Component:
- Supports construction of hostels in NIRF-ranked educational institutions for SC students.
- Portal tracks physical/financial progress; mobile app enables geo-tagged, time-stamped photo uploads for visual validation of construction milestones before fund release.
PM-AJAY Portal and Mobile App: A Digital Leap
- Digital Governance: The portal and app replace paper-based planning and reporting with digital workflows, enabling electronic approval of Village Development Plans (VDPs) and automated milestone-linked fund flows.
- Real-time Monitoring and Transparency: The portal provides national, state, and district-level dashboards to monitor development against the 50 socio-economic indicators. The app enables field inspectors to upload geo-tagged, time-stamped photographs of project sites for visual validation before releasing funds.
- Key Digital Features: The system includes a unified login, role-based access control, offline door-to-door survey capability, and dashboard-based reporting.
- Beneficiary & Scheme Management: The GIA component allows for digital beneficiary registration and real-time tracking of livelihood initiatives. The hostel component enables online submission of construction and repair proposals.
