Coal-to-Ammonium Nitrate Project in Odisha
What's the News?
- Bharat Coal Gasification and Chemicals Ltd (BCGCL) and Mahanadi Coalfields Ltd (MCL) signed a landmark land leasing agreement for a Coal-to-Ammonium Nitrate project at Lakhanpur, Odisha.
- Project capacity: 2,000 tonnes per day (TPD) ammonium nitrate facility; first in India to deploy indigenously developed gasification technology by BHEL.
- Enabled by Ministry of Coal policy reforms allowing Coal Bearing Area (CBA) land utilisation for value-added coal projects.
- Estimated investment: ~₹25,000 crore; financial incentive of ₹1,350 crore extended under the Coal Gasification Incentive Scheme.
Project Overview?
- Technology & Execution:
- Uses BHEL's indigenous coal gasification technology, reducing dependence on imported systems.
- Lump Sum Turnkey (LSTK) contracts: LSTK-1 & 2 awarded to BHEL; LSTK-3 & 4 to Larsen & Toubro.
- Site development (boundary walls, tree enumeration) progressing alongside statutory clearances.
- Output & Applications:
- Ammonium nitrate (NH₄NO₃): High-nitrogen compound used as fertiliser and oxidising agent in mining explosives.
- Supports agricultural productivity (soil fertility) and industrial security (controlled blasting operations).
- Land & Location:
- ~350 acres of land under MCL possession in Lakhanpur, Odisha—a coal-rich region with existing logistics infrastructure.
Technology: Indigenous Coal Gasification
- Process: Coal gasification converts coal into synthetic gas (syngas), which is then processed into downstream chemicals such as ammonium nitrate.
- Indigenous Technology: The project deploys BHEL’s homegrown gasification technology, marking India’s first coal gasification initiative using domestically developed technology.
- Cleaner Alternative: Coal gasification is considered a cleaner use of coal compared to traditional burning, offering environmental benefits while utilising domestic coal resources.
Regulatory Framework for Ammonium Nitrate
Due to its dual-use nature (fertiliser and explosive component), ammonium nitrate is strictly regulated in India:
- Classification: Under rules introduced in 2012 and updated in 2021, substances containing more than 45% ammonium nitrate are classified as explosives.
- Licensing Authority: The Petroleum and Explosives Safety Organisation (PESO) is responsible for licensing the manufacture, storage, transport, and usage of ammonium nitrate.
- Possession Limits: A District Magistrate can authorise possession of up to 30 metric tonnes; larger quantities require approval from PESO.
Additional Info
- What is Ammonium Nitrate (NH₄NO₃)?
- A crystalline white solid formed as a salt of ammonia and nitric acid.
- Contains high nitrogen content, making it valuable as a fertiliser and as an oxidising agent in mining explosives.
- Incentive Scheme Categories (₹8,500 crore outlay):
- Category I (₹4,050 crore): Only PSUs eligible; three projects approved with ₹1,350 crore each (this project falls under this category)
- Category II (₹3,850 crore): Both private sector and PSUs eligible; three private projects approved.
- Category III (₹600 crore): Demonstration or small-scale projects; one private project approved.
